巴西城市部宣布将在年底前颁布一项法令,将屋顶太阳能纳入中低收入家庭住房方案“Minha Casa, Minha Vida”(意为“我的家,我的生活”)中。
这一由该国太阳能协会Absolar和圣保罗州工业联合会(FIESP)联名提议的新举措,在保证新住宅质量的同时,将创造就业机会和国民收入,并支持本土产业。
Absolar表示,只需两块太阳能组件和一个逆变器,低收入家庭就可以将电费降低约70%,从而使他们能将积蓄投资于教育、健康和生活质量的提高。
2009年,巴西推出“Minha Cada, Minha Vida”行动。当时的预算为170亿美元,目标是建造100万所住房。2011年,巴西政府启动了该计划的第二阶段,将预算扩大了约500亿美元,其目标是在2024年底前再建200万所住房。
2012年底起,巴西政府正式提议建筑公司参与这一方案,在新建低收入住宅项目中安装屋顶光伏。然而由于没有产生预期的效果,城市部于是决定颁布法令,让太阳能真正成为该计划的组成部分。
