世界银行下属国际发展局(IDA)已与尼日尔政府达成一项协议,前者将提供4270万欧元(5030万美元),支持该国的太阳能电力接入项目(NESPA)倡议行动。这一行动旨在将太阳能引入尼日尔的农村社区。
NESPA项目由四个部分组成:独立光伏设备市场的开发;通过服务性太阳能混合动力微型电网实现农村电气化;由国有电力公司尼日尔电力社区(NIGELEC)运作的光伏结合偏远微型热电电网;实施支持及技术援助。这一项目将由NIGELEC和尼日尔农村电气化局(ANPER)共同实施。
尼日尔的电力渗透率在农村地区低于1%,在小城市介于20%至40%之间,在首都尼亚美为50%左右。该国2016年的峰值需求量仅为260兆瓦,而总人口则约为2070万。该国的电力在极大程度上依赖于从尼日利亚进口。
NIGELEC曾是尼日尔的电力垄断机构。2016年5月,政府决定实施电力法放开能源市场。新法律允许私人部门参与其中,并设立了监管机构 ANPER。
