荷兰能源研究中心(Energieonderzoek Centrum Nederland， ECN)与荷兰中央数据局(CBS)联合公布的《2017国家能源报告》中称，至2035年荷兰的光伏装机容量可达20GW。
据称如果该国大型光伏及可再生能源SDE+方案下，分配给太阳能的容量中有三分之二能真正建成，那么2020年荷兰的运行中光伏容量就能达到惊人的6GW。该报告认为，SDE +方案下的太阳能项目能够在2020年实现€0.10/kWh的电价，而在2020-2035年间，还能进一步结构性下降30%。
报告还显示，可再生能源在荷兰电力组合中的份额，从2000年的2%提高到2016年底的6%左右，而在2023年可逼近16.7% 。太阳能将占据其中近50%的份额。
十月中旬，荷兰政府颁布了一项新法令，将在2030年关闭所有的燃煤发电厂。政府将出台一项具有约束力的目标，在2030年前削减碳排放量，为碳设置一个地板价。新标准还对燃煤电厂在汞、二氧化氮和二氧化硫排放方面实行了更严格的限制。这些标准将从2021起实施。
