欧盟委员会近日批准了西班牙的可再生能源发电、高效热电联产及废弃物发电激励机制，表示这一方案与欧盟国家援助规则相符，能确保公共资金有限度地使用，不产生补偿过度的现象。
欧盟还强调，这一方案可使约4万个受益者（其中包括最近的新项目以及受惠于以往激励机制的现有可再生能源发电设施）通过市场价格的溢价获得支持，促使它们对市场的信号做出回应，并表示这一新激励机制将帮助西班牙过渡至低碳、环保、可持续的能源供应。
在这一方案下，西班牙政府今年举行了两次大型可再生能源项目的拍卖，共分配了约8吉瓦的容量，其中第一个拍卖中99%份额分配给了风能，在第二次中太阳能分配到了约3.9吉瓦。但西班牙太阳能协会UNEF主席却认为该国政府设定的拍卖系统已经无法给可再生能源市场带来透明度。
