国家发改委(NDRC)、财政部和国家能源局(NEA)联合发布了一项2018年光伏装置监管新规。详情如下：
- 2018年没有地面光伏项目的计划。在没有进一步配额的情况下，严格禁止任何需要补贴的地面光伏项目。
- 分布式光伏2018年的总配额为10 GW。今年5月31日前完成且并网的任何项目都将被认定为在一配额之内，且将得到中央或地方政府部门的支持。
- 扶贫光伏项目必须严格遵循审计审批制度。第二批扶贫项目条例即将出台。目前还不清楚配额是否将适用于此类项目。
- 政府将根据光伏安装量的控制情况，稍后考虑光伏领跑者计划。
该通知鼓励地方政府继续支持无补贴的光伏。住宅屋顶光伏被认为将仍受中央的支持。此外，国家级光伏上网电价(FIT)从今年6月1日起下降0.05元。但县级扶贫项目的补贴不变。
该通知自5月31日起生效，取代之前的6月30日最后期限。
