墨西哥联邦财政和行政法院上周宣布取消太阳能光伏组件15%的进口关税。
这项关税是墨西哥税收管理局(SAT)在2015推出的。法院接受了墨西哥太阳能协会(AsOMMEX)在2016年10月提出的指认这一税负为非法的上诉,因为SAT声称太阳能组件本身就是发电机,而非电力系统中的元件。
这一关税的取消,加上预期的太阳能电池组件价格下降,极有可能推动墨西哥今明两年的发展,甚至可能导致那些在过去三年电力拍卖中被选中、但却被废弃的太阳能项目的重建。
AsOMMEX总干事Israel Hurtado证实,一些“无利可图”的项目现在可能再次变得具有吸引力。“随着组件价格的降低,许多项目可以重组和再融资”,他表示面板的成本占了一个大型太阳能项目总成本的50%,而超过30%的价格下降可使整个项目节省15%。
此外,Hurtado认为,2018年将成为光伏产业创纪录的一年,墨西哥的新增装机容量有可能达到1吉瓦。该协会对未来六年的预测是6.6 吉瓦,但Hurtado表示不排除会上调这一预测的可能性。
