土耳其在可再生能源项目中使用外币融资的政策已经推广到了1兆瓦及以下容量的无照光伏项目——土耳其政府已在2018年6月21日批准实施这一政策。
这项措施旨在减少光伏项目投资者和开发商的国内外汇风险，同时保持无牌照光伏项目的强劲发展、在此之前，仅有1兆瓦以上的项目才可享受这一政策。
土耳其里拉汇率的下降和这些项目的电网费的增加，实际上已经降低了1兆瓦以下项目的上网电价。事实上电价已经从2017年的0.0256 TL/KWH上升到了0.1025 TLL/KWH（约合0.027美元），而FIT仍保持不变，维持在0.13/kWh左右。
在过去的两年里，无牌照光伏项目推动了土耳其太阳能市场的发展，尤其是在2017，获得创纪录的增长。但由于土耳其里拉暴跌和电网费增加，预计今年的增长不会达到类似的高度。
土耳其里拉的持续下跌明显影响了所有使用本币的投资活动，同时也增加了政府的经常账户赤字，加重了土耳其银行和企业的沉重债务。
在过去的几年里，外币贷款在建筑行业中的应用极多，近十年来它更成为了土耳其经济发展的主要驱动力之一。
