英国农业部可再生能源和气候变化首席顾问Jonathan Scurlock博士在与《光伏杂志》探讨一篇关于农业正如何在采用太阳能中发挥作用的文章时,严厉斥责了该国的商业、能源和工业战略部(BEIS)。他表示政府部门知道如何推动太阳能的发展,但Brexit却无法“制定明智的政策”。
英国政府宣布正在考虑取消发电机的出口关税,此举将可使小型发电机免费向国家电网馈入多余的电力。
Scurlock博士评论说:“令人失望的是,如果政府希望找到一种不是以电价为基础的财政激励措施来鼓励低碳发电的提升,它知道该怎么做:它可以免除涉及太阳能的所得税、营业税、投资津贴等。”可惜的是政府部门没有立即宣布这一点,而是要求民众重新提交这些想法,这必然会带来明年3月激励措施结束后,没有新的措施可以及时跟上。
韩国制造商韩华Q Cells对政府的最新公告则持有较为正面的态度,认为随着英国太阳能市场的不断成熟,目前的FIT在明年4月1日完全结束后,将会给这一行业带来了许多新的机会。
公司表示,无补贴的太阳能应该是所有全球光伏市场的终点,韩华Q Cells相信凭借其Q.Partner安装商网络,它可以在英国推行可行的、财务上有吸引力的后FIT商业模式。
