葡萄牙能源部长Jorge Seguro Sanches证实，该国能源及地质总局(DGEG)已经批准了三个大型光伏项目，容量总计为145.5兆瓦。预计总投资将达到8100万欧元。
据媒体披露，这些太阳能公园将位于葡萄牙中部Santarém地区的阿尔莫斯特(Almoster)，每个项目的容量均为48.5兆瓦。开发商为Escalabis Solar公司。
Seguro Sanches先生表示，政府已经授权了超过1吉瓦无需住宅用户支付任何补贴、无上网电价的太阳能开发项目。这些项目将作为国家太阳能计划(Plano Nacional Solar)开发方案的一部分。这一方案将会确定葡萄牙国内更适合发展公用事业规模光伏的地区，支持建立以市场价格为基础的激励方案，消费者通过国家电力系统使用太阳能将无需支付补贴。
但这一方案目前面临着几个障碍，其中最大的一个是电网的限制和可用容量。整个方案的规则也不是十分清晰。
葡萄牙能源监管机构(ELSE)最近批准了一项电网扩容计划，预计能帮助上述获批的1 吉瓦容量中的所有光伏项目并网。这些大型“无补贴”太阳能公园项目中，有一些已经开始了施工建设，而第一批PPA也已经签妥。
