今年3月，沙特阿拉伯王储与日本软银创始人孙正义(Masayoshi Son)签署了谅解备忘录，计划耗资2,000亿美元在沙特开建200吉瓦的太阳能项目。
上周，《华尔街日报》援引了一些未具名的沙特政府官员的说法，报道称这些计划现被已搁置，目前没有人在积极运作这一项目。这些官员还表示，目前沙特正在研究一项新的、“更实际”的可再生能源战略，预计将会在本月宣布。
今年3月在纽约的一次通报会上，软银的孙正义曾表示，与沙特的这一庞大合作项目，除了太阳能系统之外，还包括设备制造和电池储存，可创造多达10万个工作岗位，并节省400亿美元的电力成本。
软银最初打算通过其Vision Fund来投资这些项目，这一基金是目前全球规模最大的技术投资基金，联合投资者包括来自沙特阿拉伯和阿布扎比的政府基金，以及苹果（Apple）、夏普（Sharp）和富士康（Foxconn）等一些大牌科技公司。
Bloomberg NEF的太阳能部门主管Jenny Chase在3月时就曾质疑过这一庞大的规划，表示“这是一个备忘录，不具有太多的意义。沙特素来有吹嘘长期时间框架内大型项目的习惯，但之后通常会有实质性的变化。”
她还补充说，这一方案的第一期7.2吉瓦项目更值得关注，因为它还有可能会在我们可预见的时间范围内实施。软银的投资欲望极大，而沙特对能源的需求则在不断增长。
