黑山共和国经济部宣布，由芬兰电力公司Fortum和国有电力供应商EPGC组成的联合体中标该国在5月份推出的100MW太阳能招标项目。
经济部表示，这一财团在新增就业和项目土地租赁费用方面，开出了最好的价格和条件。同时它也具有必要的技术和财务实力。
该财团愿意支付的土地租金为0.33欧元/平方米/年，并将在租赁期内创造226个工作岗位。同时还计划为这100兆瓦项目投资约1.78亿欧元，其中来自国内公司的资金约2,000万欧元。
跟随其后的是马耳他的国际可再生能源发展有限公司（IREDL）。IREDL是上海电力集团和马耳他电力公司Enemalta的合资企业。它的报价为租金0.05欧元/平方米，创造25个就业机会，总投资1.66亿欧元，其中2,100万欧元来自本土投资者。
黑山政府表示，项目所用土地的租期为30年，最低租赁面积为6,621,121m²， 以确保政府能至少获得33.1万欧元的回报。太阳能电站所生产的电力将按照一份长期的PPA向当地电网出售。
