欧洲复兴开发银行（EBRD）将向马其顿国有电力公司ELEM提供590万欧元贷款，用于在该国建造第一座大型太阳能发电厂。ELEM将提供开发这一电站所需的另外870万欧元。
这将会是ELEM 所拥有的第一个太阳能发电厂，也将会是马其顿最大的发电厂。电站的年发电量预计将达到近15吉瓦时，每年可减少约1.2177万吨碳排量。ELEM希望能籍此缓解该国严重的环境问题。美联社报道称，这一项目能使“ELEM的产能结构多样化，给马其顿带来更多的清洁能源” 。
这一项目将在EBRD的“绿色经济转型和项目实施框架”下开发，确保在整个项目期间均能遵循可持续性最佳实践。
EBRD还将为这一前南斯拉夫国家的可持续发展进程提供技术支持，将为其设计另外200兆瓦太阳能和150兆瓦风力发电的竞争性招标。意大利技术合作基金(Italian Technical Cooperation Fund)和EBRD股东特别基金(EBRD Shareholders Special Fund) 将分别提供7.5万欧元用于技术尽职调查和环境尽职调查。
ELEM覆盖了马其顿全国90%的电力供给。公司此前也一直在进行能源组合多样化，目前拥有1250吉瓦时的水电量，100吉瓦时的风力发电量，但依然严重依赖煤电。
马其顿首都斯科普里是欧洲污染最严重的城市，空气颗粒污染水平比欧盟标准高出了10倍以上，已引起国际社会的广泛关注。
该国政府已经开始采取措施，其中包括设定2020年23%的可再生能源目标。但要实现这些目标并摆脱对采矿业和煤电业的依赖，政府仍需加大实施力度。
