葡萄牙环境与生态转型部部长João Pedro Matos Fernandes在接受葡萄牙电台Antena1采访时表示，该国的首次太阳能招标将在3月至4月间确定，并在6月启动。这一声明证实了该国期待已久的可再生能源项目拍卖的启动。
Matos Fernandes部长表示，太阳能将会有两种拍卖方式：一种是针对小型太阳能电站，将会给予固定电价，其目的是帮助那些小规模发电商找到一种融资方式。而另一种是针对大型项目，将会使用上网电价，因为“有那么一群投资者，它们有资金资源去开发那些没有固定电价的项目。”
目前葡萄牙已获批准的太阳能项目总容量为1.2吉瓦，其中有49兆瓦已经投入商业运营。8月底时，获批的光伏发电项目总容量约为1吉瓦，而当地环保部门还正在审批另1.7吉瓦的太阳能公园项目。
Matos Fernandes部长表示，太阳能将会是葡萄牙未来增长最大的一种能源，光伏发电容量的增加可使该国的电价大幅低于市场价格。
尽管拍卖行动尚未开始，但近几个月来葡萄牙已经有一些“无补贴”太阳能公园开始了施工建设。这明确地显示出私人PPA领域在投标时可能会有可观的增长。
去年12月初，Matos Fernandes部长推出了葡萄牙的新能源战略，其中包括到2030年实现80%的清洁电力，到2050年实现65%的电气化经济。
