哥伦比亚国家电力公司ISA的子公司XM Compañía Expertos en Mercados (XM)，在上周五举行的可靠性收费拍卖会上已签订了1.39GW的太阳能和风能容量合同。
哥伦比亚政府在2006年推出了可靠性收费拍卖(Reliability Charge auction)，以确保该国在干旱期间的电力供应。此次拍卖中，XM与70座电站签下了2022-2023年间的供电合同，这其中有23座电站尚未建成。
XM所公布的中选项目名单中仅有两个光伏项目——Emgesa 公司的El Paso Solar电站和Enel Green Power Colombia的Loma Solar电站。另有五座风力发电厂也赢得了合同，但大多数中标项目仍为水电和热电。
根据哥伦比亚能源监管机构CREG的一份声明，此次拍卖分配给可靠能源义务(Obligations of Firm Energy) 合同的容量为250.55 GWh/天，其中有37.37 GWh对应新一代项目。“此次拍卖的成交价为15.1美元/兆瓦时（46.46哥伦比亚比索）。这一价格比上次拍卖的可靠性费用——即目前在使用的17.01美元/兆瓦时——降低了11%”。
哥政府对此次拍卖中产生的第一批太阳能和风能的合同表示欢迎，认为这是迈向大规模容量可再生能源的一步。但就在几天前，在该国进行的第一次可再生能源拍卖中，没有一个项目被选中。该国矿业和能源规划部表示，这是因为收到的投标书不符合竞争和市场主导的标准。Enel Green Power、阿特斯、天合光能和Solarpack都是进入这次拍卖最后阶段的开发商之一。矿业和能源规划部将修订规则并在今年6月底再次进行拍卖。
