在征得欧盟委员会的批准后，法国能源监管委员会（CRE）修改了适用于创新型光伏项目的投标规则——使用新型电池和组件等创新技术的太阳能项目可获得固定电价。
根据新的规则，符合条件的项目现在只能分为两类：容量为500千瓦至5兆瓦的地面电站，每轮招标的最大综合容量不超过60兆瓦；规模在100千瓦至3兆瓦间的建筑物上设施、农业和停车场方案，每轮总容量不超过80兆瓦。
其他一些符合条件的创新技术，可以是电气系统，如高压架构和新型配电系统；可以是与光伏发电厂的优化和电气开发有关的改进性技术，例如与传感器和预防性维护工具相结合的监控软件；或者是应用于农业项目的技术，例如将二次光伏发电与主要的农业发电耦合等。
CRE为使用新型电池和组件的创新型太阳能项目特别安排了一个三阶段的采购行动。第一轮拍卖已经在2017年4月进行，共分配了70兆瓦的太阳能容量，也不受新规则的影响。但将各分配140兆瓦的第二轮、第三轮招标则将受制于新规则。
中标项目将获得上网电价或批发价格基础上的上网溢价，期限均为20年。CRE表示，首轮中标项目的平均太阳能价格为80.70欧元/兆瓦时。
