沙特麦加省省长Khalid bin Faisal Al Saud与该国能源、工业和矿产资源部长Khalid bin Faisal Al Saud近日签署了一份谅解备忘录，将共同在麦加地区建设一座2.6吉瓦的巨型太阳能公园。这一Faisaliah太阳能项目将分成几个阶段开发。
拟建容量中预计只有600兆瓦将交由沙特可再生能源项目开发办公室(REPDO)进行招标，其余的2吉瓦项目将由该国一家政府运营的主权财富基金PIF (Public Investment Fund)及它的一些合作伙伴直接开发建设。
今年 1月初，沙特政府在宣布了新的2030年40吉瓦太阳能目标后，又表示计划在2019年推出约2.2吉瓦的太阳能招标。1月末，REPDO启动了7个新的太阳能IPP项目的开发和建设投标，总潜在容量为1.515兆瓦。到目前为止，已吸引了约250多家公司。这一招标和上述的麦加拟招标行动均为沙特国家可再生能源计划（NREP）第二轮的一部分。
在NREP第一轮招标中，约分配了700兆瓦的可再生能源容量，其中包括300兆瓦的Sakaka光伏项目。此次招标曾引起全球的关注，因为它引发了有史以来的太阳能最低出价——法国能源巨头法国电力公司（EDF）的出价仅为每千瓦0.06697沙特里亚尔（约合0.0178美元）。但EDF并未中标，反之沙特能源巨头ACWA以每千瓦时0.08872沙特里亚尔的价格中标。
