荷兰可再生能源开发商Gronelleven正在规划建造欧洲最大的漂浮光伏项目。该项目将位于原为Kremer Zand and Grind公司所拥有一个废弃采砂场，容量为48兆瓦。太阳能电池板将被部署在原采砂场的提取池和其他内陆水道上。
为了给漂浮光伏电站腾出空间，Kremer Zand and Grind会将在原址的采砂和干燥设备迁移到其他工业区。该公司也将使用这一光伏阵列所产生的部分电量，多余电力则会在当地出售。但公司未在公告中公布有关购电协议的详情。
荷兰应用水研究基金会STOWA最近为一些有意在荷兰开发漂浮光伏项目的公司公布了一系列的指导方针和使用工具。
该国的水资源管理局Rijkswaterstaat已计划在其工作场所安装漂浮光伏设施。该机构在2017年还曾表示计划在位于荷兰中部约1,100公里的IJsselmeer人工浅湖上进行项目开发。
