斯瓦蒂尼能源监管局（ESERA）在斯瓦蒂尼自然资源和能源部（MNRE）的支持下，已启动了从独立的能源生产商处采购新的发电容量的流程。
该机构正努力建立一个数据库，涵盖可能有兴趣参与2020年40兆瓦太阳能以及2021年40兆瓦生物质发电项目的各方。这些项目将成为MNRE最近发布的短期发电能力扩张计划的一部分，旨在减少本国对陷入困境的南非公用事业公司Eskom的电力进口依赖。这家公司目前正面临财务与经营危机。
“由于Eskom面临的困境，以及从Eskom进口电力的关税预计将大幅增加，斯瓦蒂尼所依赖的南非电力进口将失去保障，”ESERA在文件中透露。
斯瓦蒂尼王国原名为斯威士兰，于6月发布了首个公用事业级太阳能招标项目。其目标是到2030年将该国电力结构中的可再生能源占比提高到50%。目前，曾名为斯威士兰电力公司（SEC）的国有公用事业公司——斯瓦蒂尼电力公司（EEC）的装机容量仅为大约60兆瓦，只够覆盖全国一成的电力需求。这个小国家消耗的电力绝大部分通过南部非洲电力联盟（SAPP）进口自莫桑比克和南非。
