政府在一份新闻稿中表示，三轮招标的投标条款将由法国能源监管机构CRE在适当时候公布。 法国能源战略——该部在1月份公布的多年能源规划提出了政府计划在2025年之前招投标实现的可再生能源产能目标。这一六年期太阳能规划设想今年新增产能2.7吉瓦，并在接下来的五年里每年增加2.9吉瓦。
