台湾能源局公布了一项拟议的太阳能装置长期保护性电价（FIT）计划草案，并将从明年开始实施。在此之前，当局曾宣布要减少可再生能源激励措施。
该政府部门表示，新的长期保护性电价将介于3.9408-5.7788新台币/千瓦时（合0.13-0.19美元），其中最高电价将适用于发电量不超过20千瓦的民用太阳能系统。最高电价将标志着仅在当前电费水平基础上减少0.34%。大型太阳能项目可能适用3.9408新台币的FIT电价，但目前当局尚未给出具体的规定。如按此标准，这将意味着2.2%的电价降幅。
能源局打算将经济部实施的“绿色能源屋顶”计划下建造的光伏项目电价提高3%，将依赖高效组件的装置电价提高6%，另外，在苗栗县、花莲县和宜兰县以及偏远岛屿上建设的光伏项目可获得15%的奖励。
期限迫在眉睫
台湾政府表示，新计划有望在本月底获得批准。
根据本地市场研究公司TrendForce的数据，去年台湾首度成为吉瓦级太阳能市场。但是在四月份，这家分析机构警告说，由于政府计划削减FIT电价补贴，今年对于台湾的太阳能产业来说可能是艰难的一年。
台湾地方官员苏曾昌在9月表示，政府预计2021年之前新增的太阳能发电产能将达到3.7吉瓦。按照官方声明，“该计划要求到2020年将太阳能对台湾发电产能的贡献提高到6.5吉瓦。”
政府透露，台湾去年年底已安装了2.8吉瓦的太阳能容量。当局计划今年和2020年分别部署1.5吉瓦和2.2吉瓦的新建太阳能。
