卡塔尔通用电力与水务公司已宣布由法国化石燃料集团道达尔与日本企业集团丸红株式会社联合的竞标在去年启动的800兆瓦太阳能招标中胜出。 这家卡塔尔公用事业机构声称中标的这一太阳能项目最初构想为700兆瓦发电厂，将建在多哈以西Al-Kharsaah的一片10平方公里土地上，耗资17亿卡塔尔里亚尔（4.67亿美元）。
这家太阳能发电厂将由卡塔尔石油公司和该公用事业公司组建的Siraj Energy合资公司持有60%的股份，而法国-日本联盟将持有40%的股份。该项目将根据一份25年期的电力供应协议向Kahramaa出售电力。但有关投标最终价格的信息并未透露。
卡塔尔国务部长兼前卡塔尔石油公司首席执行官Saad Sherida Al-Kaabi说：“这家工厂是卡塔尔州同类发电厂中的第一家，总装机容量为800兆瓦，约占卡塔尔当前峰值电力需求的10%。”
Kahramaa于2018年10月对太阳能招标的16位投标者进行了资格预审。8月，Kahramaa公布了入围的企业联盟，除了最终中标者外，竞争对手还包括联合投标的中国开发商晶科能源和韩国电力公司。
