越南律师事务所Lexcomm称,越南工业和贸易部(MoIT)在周二向政府发送了一份报告,其中建议维持大型光伏项目的长期保护性(FIT)电价,而不是转向拍卖。 这一提议与MoIT在12月初提出的建议相矛盾——当时该部表示应从今年开始通过采购活动对大型太阳能项目给予支持。后者与政府先前承诺重启FIT计划的说法背道而驰。
据Lexcomm称,MOIT正敦促政府将地面安装项目的FIT电价维持在0.0709美元/千瓦时,浮式光伏电站的电价维持在0.0769美元/千瓦时,不过前提是这些项目已在2019年11月23日之前获得批准,并定于今年年底上线。
该律师事务所透露,这些电价标准将被适用于36个已经获准开发,总装机容量为2.99吉瓦的项目。
越南媒体同时透露,MoIT的提议初衷是避免大规模光伏领域的发展放缓,如果政府立即启动拍卖计划,这种情况很可能会发生。
越南提出全新拍卖机制的设想,本意是支持去年无法获得FIT合同的大型太阳能项目。在12月中旬时,MOIT曾要求地区政府和EVN暂停在FIT计划下批准新的大型光伏项目。
FIT计划已批准了约135个项目,总发电量为8.93吉瓦,其中约4.5吉瓦的项目已经在2019年6月底,即该国的太阳能补贴计划第一阶段到期之日上线。
