法国政府已经放宽了自发自用太阳能装置享受固定电价的准入门槛。宣布这一举措的部长表示，这是“一项常识性的措施，旨在帮助农民加快生态转型！”
此前，发电容量为5-100千瓦的自发自用光伏系统有资格就其输入到电网中的多余电力获得固定电价补偿，且免除通过招标过程采购的繁琐要求。现在，政府已将这一上限提高到300千瓦。
法国生态和包容性过渡部长Elisabeth Borne在推特上证实了这一发展，她当时正在参加一场农业展览会。
排除在外
全国农民工会联合会（National Federation of Trade Unions of Farmers）表示：“这项政府决定是我们与能源合作伙伴合作两年的结果。自2018年Sébastien Lecornu启动这项工作以来，我们一直向他们提出这一要求。近年来，奖励水平大幅下降，再加上复杂的招标工作，实际上已将农民排除在采购活动之外。当然，农业项目价格更贵，因为它们的规模经济效益低于比大型开发商，但也有许多正外部性。”
法国太阳能协会Enerplan表示，这项期待已久的措施将促进规模在600-2,000平方米的中型屋顶太阳能项目的发展，尤其是在农业领域。该协会表示：“该措施体现了政府当局对太阳能及购买价格（固定电价）作为一种支持中型项目发展机制的信心，且将取代已无立足之地的投标程。”
野心勃勃
Enerplan认为，放宽享受电价补贴的资格将真正加速屋顶光伏发电的发展，并呼吁政府更加雄心壮志。该协会会长Daniel Bour表示：“但令我们感到遗憾的是，这项措施不涵盖300至500千瓦的项目。”
但由于参与度低，法国在中断了两个月后，于6月份重新启用了自发自用项目招标程序。
7月份，法国海关当局澄清，太阳能消费者无需缴纳最终用电量的国内税。尽管《海关法》规定了免税，但当局必须确认，即使屋顶太阳能装置是根据租赁协议由第三方拥有的，能源消费者仍可免税。
