罗马尼亚Complexul Energetic Oltenia（CE Oltenia）计划在其一个燃煤发电基地内建造总发电容量为310兆瓦的四个光伏电站。 目前该公司正在咨询顾问 ，对这四个项目开展可行性研究，而这些项目也是公司重组工作和脱碳计划的一部分。据罗马尼亚媒体消息，这四个项目将占地595公顷，发电容量为60兆瓦-95兆瓦不等。
罗马尼亚能源部长Virgil Popescu在二月底表示，政府持有CE Oltenia约77%的股份，将为该重组计划提供12亿列伊（2.817亿美元）的贷款支持。欧盟委员会已批准该计划。
“这个脱碳计划关系着公司在天然气与太阳能领域业务的多样化，”部长当时说道。
CE Oltenia的燃煤发电综合设施包含12个发电机组，共3.24吉瓦的总发电容量。根据IEA洁净煤中心，Popescu表示公司希望在2026年之前关闭1.3吉瓦的燃煤发电设施。其目的是用1.45吉瓦的燃气发电取代这些燃煤发电容量。 如果这些大型光伏项目最终建成，这将预示着罗马尼亚的大型太阳能发电业务在多年的停滞后最终再度复兴。
根据国际可再生能源署，罗马尼亚已装机太阳能容量为1.38吉瓦。其中大部分的发电容量来自兆瓦级的光伏电站，这些电站是该国现已结束的绿色证书计划期间建造的。绿色证书仅颁发给在2016年1月31日前完成光伏项目联网的公司。
