据德国太阳能工业协会（BSW-Solar）预计，新冠肺炎（COVID-19）流行病的蔓延将导致大型光伏项目的规划和完工出现延误，这一结果可能对太阳能开发商的经济造成打击。
根据德国发电量超过750千瓦的设施招标计划中标的大型项目必须在两年之内并入电网才能获得奖励。但是，由于COVID-19对组件供应链及人员造成了严重破坏，BSW Solar要求延长并网期限。
该协会表示，联邦政府应该仅在项目发生长时间延误的情况下处以项目延迟投产罚款。根据德国《可再生能源法》（EEG）的规定，如果开发商在合同签订后18个月内未交付，或者他们选择在不同地点建造发电厂，则他们必须接受将其项目中的商定太阳能购买价格下调0.003欧元/千瓦时。
不可抗力
“这种不可抗力的情况绝对不能导致颇有价值的气候保护项目失败，而它们的存在正受到威胁。我们希望立法者能尽快出台补救措施。”BSW-Solar总经理Carsten Körnig表示。
尽管德国可能效仿其他欧盟成员国而实施严格的COVID-19遏制措施，BSW-Solar仍呼吁柏林将年度新增太阳能发电量目标翻两番而达到10吉瓦，其理论依据是投资者将保持对光伏发电的浓厚兴趣，并确保太阳能投标继续获得大幅超额认购。
Körnig说道：“加强太阳能能源供应不仅需要更新气候政策。仅在未来三年之内，这也将成为百亿（欧元）规模的中小型企业的重要经济发展动力。”
能源分析师表示，随着行业对近海风电场需求的减弱，由于德国已将关闭燃煤和核电产能列入计划，太阳能不得不挺身而出收拾残局。
