荷兰管理大型可再生能源 SDE+激励计划的企业机关 Rijksdienst voor Ondernemend Nederland (RVO）透露自3月29日起由于负电价的影响将不再向太阳能和风力电站发放奖励。
这个国家机关表示日前批发能源市场电价在星期天出现了超过6小时的负电价。RVO表示，正是这次超过6小时的负电价触发了不再支付SDE+奖励的决策。
这次负电价的主要原因是荷兰政府为限制新冠肺炎（Covid-19）扩散而实施的一系列措施导致需求骤降。
此支付条款仅适用于大型项目，比如发电容量超过500kW的太阳能项目，以及超过3MW的风力发电站。此外，它仅影响在2015年12月1日后申请了奖励的设施。
“在负电价期间由大型屋顶太阳能设施和太阳能发电园区供往电网的电力并未计算为有资格享受补贴的发电，因此不能获得SDE+补贴，”RVO表示。
SDE+计划的目的是填补开发商为设施供应的清洁能源发电成本价格与日前批发电价之间的缺口。支付协议有效期为8、12或15年，取决于项目的最高全负载小时数。
