Ress计划的第二轮原定于在明年再采购3太瓦时清洁能源。在分配3太瓦时的明年第二轮拍卖目标之后，2023年和2025年的后续拍卖规模将分别为4太瓦时和2.5太瓦时。 Ress计划在2017年9月开始成形，并于12月初得到爱尔兰政府批准。当时政府曾估计，在该计划下所签的合同中，太阳能将占可再生能源发电量的一成左右。
