沙特阿拉伯电力和热电联产监管局（Electricity & Cogeneration Regulatory Authority）公布了有关分布式太阳能发电装置的新规定，且预计这将鼓励电力消费者根据该国的净计量制度安装光伏系统。
新规定应适用于从1千瓦至2兆瓦不等的光伏系统以及各类能源消费者，并将在沙特电力公司（SEC）发布有关该计划程序的附加规则之后开始生效。
该框架规定，沙特电力经销商必须为愿意安装太阳能的消费者提供帮助，向他们提供可行性研究和并网申请所需要的信息。电力公司还必须提升人们对屋顶太阳能好处的认识，且每年报告这一市场细分领域的进展情况。
2017年8月份，沙特阿拉伯曾首次尝试引入小规模太阳能的净计量，但当时拟定的法规草案未被采纳。
据国际可再生能源署（International Renewable Energy Agency）统计，截至去年年底沙特的太阳能发电容量达到了334兆瓦。其中大部分由大型太阳能项目提供，且最大份额来自于在去年11月份并网的300兆瓦萨卡卡太阳能发电厂。
