墨西哥能源监管机构（Comisión Reguladora de Energía，CRE）发布了两项新的审议意见，禁止建造太阳能社区，并阻止太阳能+储能的部署。
这项新措施取消了以前允许光伏系统所有者向附近用户出售多余电力并部署储能系统的规定，并进一步阻碍政府最近出台的、提升可再生能源在国家能源结构中所占份额的规定。当局表明了反对可再生能源的立场，旨在巩固国有电力公司即墨西哥联邦电力委员会（CFE）的地位。此前的措施包括暂停可再生能源拍卖和停止新的太阳能和风能项目的并网。
墨西哥贸易机构——墨西哥能源协会（Asociación Mexicana de Energía Solar）——表示，监管机构取消了能源社区的规定，而这些规定曾为偏远社区和中小企业（它们为全国提供了大约80%的就业机会）提供了使用太阳能的机会。该太阳能组织表示：“新决定剥夺了居住在偏远社区、缺乏电网的社会弱势群体获得清洁能源的权利。”
该协会还批评了储能举措，称：“值得一提的是，今天墨西哥已经有两座发电厂在运行，其中包括储能系统，至少还有三座在建电厂将采用这类技术。”
该贸易机构补充道：“CRE的两项新决议导致了太阳能领域的不确定性和混乱局面。这些行动与联邦政府和委员会本身的官方言论背道而驰，后者公开了他们提高电力系统可靠性并使处于弱势地位的社区和墨西哥人受益的意图。”
