智利政府已经发布了有关分布式发电、自用太阳能系统的新规，其中包括创建能源社区的方案。
这套新规将于11月6日生效，将让容量不超过300千伏的系统为多个用户供电成为可能。这样的能源社区将使用户能够通过单个电网连接来协调共享的光伏阵列，从而将多余电力注入电网。
新规还允许小型系统在相对于其用户的不同位置进行连接，并大致描述了一种改进后的净计费支付体系。
智利能源部长Juan Carlos Jobet表示，智利需要高效、可持续的能源部门，以便在新冠肺炎危机之后重启经济复苏的步伐。
这位部长表示，“从这个意义上说，这项通过参与性流程制定的法规，让我们得以通过强有力的规管手段，继续推动智利在可再生能源领域发挥出巨大潜力，从而实现光伏项目的开发。”
截至目前，智利的小规模太阳能系统发展不尽如人意，而现行净计费体系的局限性正是原因之一。
