昨天，欧盟部长理事会肯定了其关于设立15亿欧元公共部门贷款机制，用于帮助受化石燃料转型影响最大的地区的立场。这意味着欧盟提议的“欧洲绿色协议”又有一个方面朝着落实再进一步。
这笔资金将来自于欧盟2021-27年预算，并将得到欧洲投资银行提供的100亿欧元作为补充。欧洲投资银行将向欧盟27个成员国的公共部门提供250至300亿欧元的贷款额度。早在1月份时，欧盟委员会主席Ursula von der Leyen在宣布1万亿欧元绿色政策投资计划时就提出了至少1000亿欧元的公正过渡基金，而今这一贷款额度将作为该基金的组成部分。
理事会规定，在要求欧盟轮值主席国德国在与欧洲议会的谈判中就15亿欧元贷款机制进行谈判之前，禁止核电或化石燃料项目经由该贷款额度获得任何资金，从而与其对更广泛的公正过渡基金所持立场保持一致。
由欧盟各成员国政府代表组成的理事会还建议允许公共部门信贷额度的接受者接受欧盟其他项目和服务的支持。
这份提案随后将被提交至欧洲议会的在职成员。
