哥伦比亚政府计划通过拍卖活动分配约5吉瓦的可再生能源发电量。在采购工作中被选定的项目必须在2022年底完成并网。能源矿产部（Ministry of Mines and Energy）将在接下来的几个月内确定竞拍条件。
杜克补充说，哥伦比亚将与智利合作为该国制定绿色氢路线图，并计划在这一领域开发“两到三个重要项目”。
杜克在卡塔赫纳以北Bayunca地区的Bayunca 1号太阳能电站投产仪式上表示：“部长，请不要让我缺席任何一座太阳能电站的落成典礼。”
在2019年10月完成的哥伦比亚第一次可再生能源拍卖中，哥伦比亚国家矿业和能源计划部门（National Mining and Energy Planning Unit）分配了2.2吉瓦的太阳能和风能发电容量。此次活动的最终平均价格为95比索/千瓦时（折合0.026美元），最高出价仅达到110比索。
在拍卖活动中被选定的项目有权获得15年的购电协议，且必须在2022年1月1日之前投入运营。合同将与哥伦比亚比索挂钩，并根据由哥伦比亚国家统计局（National Administrative Department of Statistics）认证的生产者物价指数进行更新。
