中国光伏组件制造商晶科能源于今年第二季度开始在越南广宁省沿海经济区建设一个投资5亿美元的硅锭和硅片制造工厂。新工厂预计在6个月内开始生产活动，为公司在马来西亚的电池和组件装配厂以及在美国的组件装配厂提供服务。
这家制造商表示，7 GW工厂的规划是在2020年底开始的，越南政府在2021年3月批准了项目。公司告诉《光伏》杂志：“这个投资决定是在去年下半年做出的，发生在同美国的贸易争端之前，”并回应了越南媒体上的文章，声称建设新工厂是为了让公司供应链包含位于中国境外的部分，从而实现多样化，并以此回应西方国家和供应商的新要求。
晶科能源所提到的贸易问题与中国新疆被指涉使用“强迫劳动”有关。美国政府因此在6月底宣布了对来自四家新疆太阳能制造商的产品的禁令。但晶科能源并不在被点名的公司之列。
这家组件制造商还强调，新工厂是其全球生产多样化计划的一部分。它进一步解释说，“虽然在海外部署供应链通常伴随着成本略微增高，但我们这笔投资有望缓解开发商和承购商对供应安全的担忧，这对世界上最大的太阳能组件制造商之一而言是笔宝贵的资产。”
