这座发电厂是对目前伊拉克正在开发当中的两个大型太阳能项目的补充。中国国有电力建设集团公司（PowerChina）计划在多个地点建设2 GW发电量。阿联酋开发商马斯达尔（Masdar）已在6月份与伊拉克政府签署了一项协议，将建造一个2 GW的太阳能项目。
