罗马尼亚煤电供应商Complexul Energetic Oltenia（CE Oltenia）根据其2021-2025年脱碳计划，计划在其多处煤电设施兴建八座容量总计为725 MW的光伏发电站。
这三个项目计划位于SE Rovinari、SE Turceni和SE Ișalnița燃煤电厂，并且公司预计将在Tismana、Tismana 2、Pinoasa、Bohorel和Rovinari Est煤矿场址另外建设五座发电厂。
这些太阳能园区目前正在开发之中，将取代公司计划在2026年前退役的煤电装机容量。届时公司总发电产能将从目前的3.24 GW变为3.09 GW。2020年3月时，CE Oltenia曾发布招标，为这八个项目中的四个征求顾问。
欧盟委员会正提供12亿列伊（合2.817亿美元）贷款，为公司这一脱碳计划提供支持。CE Oltenia的煤电综合设施共包括12台发电机组，总容量为3.24 GW。 在罗马尼亚政府于2020年5月出台更优惠的购电协议规定后，目前还有更多大型光伏项目正在开发中。 这些项目包括由奥地利企业OMV控股的OMV Petrom能源供应商开发的111 MW太阳能园区、一个将分布于Grăniceri市和Pilu市的700 MW项目，以及另一个正由CE Oltenia开发的项目——该公司打算在其一处煤电设施部署310 MW的光伏装机容量。
