纳瓦拉地区政府正在推广由西班牙全国光伏能源生产商协会（Anpier）提出的光伏项目，将在该国最大的人工灌溉运河之一——纳瓦拉运河上安装太阳能电池板来生产可持续电力。
地区政府表示，该项目装机容量可高达160MW，这将使该地区当前的光伏装机容量翻倍。
去年4月，Anpier副总裁兼该协会的纳瓦拉代表Juan Antonio Cabrero在纳瓦拉政府发表讲话，指出项目将创造多种环境效益，因为光伏发电可生产清洁能源，且不会占用大面积土地。
Cabrero还强调，水是该地区农业发展的稀缺资源，而该项目能降低水分蒸发。他指出，水所具备的冷却效果也有利于发电，可提高太阳能电池板本身的发电效率。纳瓦拉政府表示，利用该项目，蒸发造成的水损耗将减少30%。
根据Energi.k和Naga Solar公司提交给农村发展环境部的研究报告，该提议项目具有较高的技术和财务可行性，可显著避免影子效应。
Anpier解释说，可在西班牙各自治社区的所有类似水渠推广这一方案。协会表示：“Anpier一直都支持中小型光伏设备的发展，并要求在具有更高输配电网络效率和可使用现有基础设施的地点，或者不存在自然遗产或特定农业用途的地点实施该项目，以确保不破坏自然栖息地和农田。”
