项目开发商Solar Philippines Nueva Ecija Corporation（SPNEC）计划在中央吕宋区努埃瓦·埃西贾省Peñaranda的前牧场上建设一座500 MW的光伏设施，且已开始建造首台50 MW机组。
该公司在提交给菲律宾证券交易所（PSE）的一份文件中表示：“首台50 MW机组的目标是从2022年底开始向电网供电，为SPNEC在2023年实现盈利并建设该项目的剩余部分铺平道路。”
“在首期50MW产能开始向电网供电后，考虑到在一座已经开始运营的太阳能园区增加产能相对容易，SPNEC计划在半年之内为下一阶段175 MW的产能安装太阳能电池板，并准备在一年内安装好太阳能电池板来实现500MW总产能的剩余部分。”
一旦完工，这座无补贴的发电厂将成为菲律宾最大的太阳能设施。该项目是SPNEC在2020年12月公布的一个1 GW光伏项目组合的一部分。
