由法国可再生能源巨头Neoen拥有和经营的霍恩斯代尔电力储备站（HPR）因违反澳大利亚电力规则被责令支付90万澳元的罚款。
在澳大利亚能源监管机构对HPR提起法律诉讼后，联邦法院责令其支付罚款。这笔罚款事关违反国家电力规则，且涉及到电网的备用应急服务。
该监管机构声称，在2019年7月至11月期间，HPR未能提供应急频率控制辅助服务（FCAS），尽管它向澳大利亚能源市场运营商（AEMO）报价并接收付款而随时待命提供这些服务。HPR承认，它虽然接收了这一时期的服务报酬，却无法遵守其报价并提供这些服务。
2019年，昆士兰州的科根溪煤电站意外停电引起电网扰动，这一违规情况被识别出来。法院获悉，在科根溪事件后的调查表明，自特斯拉在2019年早些时候进行过一次固件更新至今，该电池（也被称为特斯拉大电池）都无法完全履行所承诺的稳定性服务。
