EIB在一份发布的声明中说：“企业联盟由法国投资者Meridiam、Allianz Capital Partners和日本公司Kansai Electric Power领导。除EIB外，其他促进银行包括英国基础设施银行和日本国际合作银行（JBIC）。”
银行透露，项目应在今年年底前动工，并计划在2028年完工。
这条海底干线电缆将有725公里长，容量为1.4 GW，直流电压为525 kV，将把德国Fedderwarden附近由Tennet运营的换流站，通过Grain岛的换流站连接到由National Grid运营的英国电络。
德国企业集团西门子将负责建造换流站，电缆制造商Prysmian将部署电缆。
2020年9月，Tennet和National Grid宣布了一项合作协议，探索通过被称为互连器的海底电力电缆将荷兰和英国的风电场连接到两国的能源系统的可行性。根据合作协议的条款，两家电网运营商将探索开发一个多用途互连器（MPI），在英国和荷兰电力系统之间同时连接多达4 GW的英国和荷兰海上风电，让两国之间获得额外2 GW的互连能力。
