Bundesnetzagentur启动2023年大规模太阳能系统的第一轮招标，此轮招标的目标容量为1950 MW。投标截止日期为3月1日。
从今年年初开始，装机容量在1 MW以上的地面安装光伏系统将获得附加费。此外，投标地面安装系统的装机容量最高可达100 MW。
综合考虑组件、安装和融资成本走高的因素，且为了避免未认购的投标，Bundesnetzagentur最近提高了最高投标限价。目前，2023年地面安装光伏系统招标的最高限价为0.0737欧元/千瓦时。
去年的任何一轮招标都出现了认购不足的情况。在11月举行的一轮招标中，德国联邦网络局甚至将原计划招标容量从1200 MW下调至890 MW。但是，最后只有104个光伏项目中标，总容量仅为609 MW。容量加权平均附加费为0.0580欧元/千瓦时，略低于上一年0.0590欧元/千万时的最高限价。
今年招标的大规模太阳能系统的总容量将达到5850 MW。第二轮和第三轮招标分别将于7月1日和12月1日启动。
此外，今年还将举行装机容量在1 MW以上的屋顶光伏系统的三轮招标。第一轮招标已经开始，其计划容量不到217 MW，截止日期为2月1日。2023年，德国屋顶光伏招标总量将为650 MW，且最高限价将在2022年的基础上大幅提高至0.1125欧元/千瓦时。
