荷兰政府宣布，计划从7月1日起提高太阳能组件回收费用。
“最初，对销售的电池板的收费为每吨6.50欧元，但是，这一费用很快将要增加到每吨40欧元，”荷兰Stichting Zonne-energie Recycling公司（ZRN）运营经理Jan Willem Jehee告诉《光伏杂志》。他指出，新的费率至少将适用到2025年底。“这笔费用将用于太阳能电池板回收，因此不会用于补贴任何东西。这是一种缓冲，以便在未来废弃电池板数量急剧上升的时候，维持价格稳定。”
光伏组件进口商必须向荷兰非政府组织OPEN基金会支付费用。
“OPEN基金会将根据与市场达成的条件建立担保基金，”ZRN在一份声明中表示，“其中一项重要的前提条件是创造公平的竞争环境。这意味着OPEN将采取必要措施，确保每个荷兰制造商或荷兰进口商支付回收费用。”
一家未具名的研究机构向OPEN基金会提供了一份荷兰进口商名单。OPEN基金会将与名单上所有未注册的进口商进行接触，以确保其完全遵守规定。此外，基金会正在为引入可视回收费做准备。
Jehee说：“可视的回收费需要在发票上设立单独一栏，注明回收费用。”
ZNR声称，担保基金将为满足《废弃电气和电子设备（WEEE）指令》条件的行业提供支持。
“立法者的要求之一是，确保有足够的资源支持太阳能电池板回收，”ZNR补充道，“现在建立这支担保基金，满足了上述需求，未来的利率也可保持稳定且可预测。”
