葡萄牙已宣布修订2030年国家能源和气候计划（PNEC），口号是“更快建成更绿色的国家”，现在的期望是到2045年实现气候中和(climate neutrality)。
更新后的能源战略旨在到2026年全葡80%电力为可再生能源，到2030年达到85%。修订后的计划设定的目标是在2030年实现20.4 GW的运营中光伏系统，其中14.9 GW为公用事业规模发电站，5.5 GW为分布式发电。
政府表示，太阳能发电站部署不应超过国土面积的0.4%，并呼吁补偿和社区参与。新计划还包括改进授权流程、指定区域、分布式发电和能源社区的监管框架，以及新的财政激励措施。
葡萄牙累计光伏容量在2022年底达到2.59 GW，超过其他可再生能源的增长。葡萄牙能源和地质总局（DGEG）的最新统计数据也显示，该国在2023年前四个月仅新增118 MW太阳能。
BloombergNEF预测，到2023年底，全葡太阳能装机量将达到1363 MW，相比去年的890 MW大幅增长。
