荷兰经济与气候政策部长Micky Adriaansens在本周一封议会信函中表示，正考虑对农业用地上的地面太阳能电站实施新的限制。
规定可能在2024年7月实施，初步细节预计将在今年9月公布，看起来禁令将涵盖多种自然场地和农业用地。
荷兰光伏协会Holland Solar的一位发言人告诉《光伏》杂志：“该声明具体内容不明，但会让荷兰太阳能行业无法在农业用地上开发太阳能电站。我们认为将对能源转型产生巨大影响。”
该行业组织在一份新闻稿中说，荷兰当局在2019年对农业用地上的太阳能园区初步实施软限制，规定大型太阳能项目必须遵守当地实体普遍采用的“Zonneladder”优惠计划，但尚未正式成为法律的一部分。
被称为“Zonneladder”的优惠计划将太阳能屋顶项目优先于地面项目，并建立了一套评估位置适用性的等级制度，仅限在没有更高等级的替代方案可行时才允许大型太阳能园区。
Holland Solar表示，新禁令可能损害农民和太阳能开发商的利益，并指出地方行政部门对授权有最终决定权至关重要。
Holland Solar说：“市政当局能够正确评估现场情况。禁令可能有例外，但尚未确定。”
