电力转运指的是将能源从电网输送到电网边界外的电力负荷，其允许印尼的电力生产商通过许可证持有人拥有的输配电网络直接向终端用户供电。
IESR正在推动将该机制纳入印尼的新能源和可再生能源法案。该研究所的执行主任Fabby Tumiwa说，电力转运可以创造一个可再生能源市场，并对印尼的工业投资产生积极影响。
“电力转运计划的存在将使该行业更容易从可再生能源中获得电力，从而减少该行业的碳足迹，达到其可持续性目标，并为客户提供良好的绿色行业形象，” Tumiwa说，“这对改善印尼的投资环境具有积极的影响。”
Tumiwa补充说，目前对需求的依赖和从国家公用事业公司PLN的采购过程是导致印尼可再生能源快速发展复杂化的因素之一。他表示，PLN作为单一承购者的地位导致可再生能源的发展处于“次优状态”。他声称，电力转运计划将鼓励其他国有和私营电力生产商参与可再生能源的开发，支持印尼可再生能源结构的多样化和增长。
该研究所表示，电力转运必须确保不会牺牲电力供应的可靠性，并且转运收费应体现维护和提高系统可靠性所需的成本，因此不会损害电网所有者的利益。该研究所补充说，政府或监管机构应该为共享电网的使用设定税费计算公式。
今年2月，印尼政府取消了净计量计划。IESR表示，这可能会使该国更难实现其太阳能部署目标。
