然而，国家能源秘书处（SNE）上周暂停了招标，认为它“没有达到向投资者保证透明度的最低要求，也没有降低巴拿马人的用电价格。”
“在对合同方案进行详尽审查后，确定上届政府提出的参数不能保证有效竞争所需的清晰度和透明度，” SNE表示，“我们在咨询期间收到了大量的意见和澄清说明，证明有必要对投标要求作出重大调整。”
SNE目前将根据现行法规对能源承包计划进行审查，其表示，如果审查要求修改现行立法，SNE将先与电力部门广泛磋商，然后进行调整。
根据国际可再生能源署（IRENA）的最新统计数据，截至2023年底，巴拿马的光伏装机容量约为570 MW。去年，该国新装了大约40 MW的太阳能发电设施。
