本周,巴西政府将太阳能组件的进口关税从9.6%提高至25%。
根据巴西光伏协会ABSolar的说法,这一措施可能会破坏该国的能源转型,潜在地增加太阳能成本,导致资本外逃、通货膨胀加剧、失业和公司倒闭。
新规定尚未在《政府公报》上公布。
该协会在一份声明中表示:“巴西政府决定在阿塞拜疆举行的第29届缔约方大会(COP)期间提高关税,违背了应对气候变化的国际承诺,特别是《巴黎协定》和联合国气候变化大会(COP)中签署的承诺。”
ABSolar声称,关税上调可能导致合同项目取消,并扰乱未来的投资计划。
在对成员国的一项调查中,ABSolar确定了281个风险项目, 总容量超过25 GW,至2026年,这些项目的投资总额将超过970亿巴西雷亚尔(167亿美元)。较高的进口关税将使这些项目失去经济可行性,因为与之相关的融资将自动丧失。
“与联邦政府的说法相反,这项措施并没有促进国家工业的繁荣,因为这些国内企业仅仅是模块的组装商,使用的全部是进口元件,” 该协会表示,“另一方面,这项措施对中小安装企业的影响是严重的,它们面临着倒闭的风险。”
目前,巴西国家工业对太阳能电池板的需求满足率无法达到5%以上,每年的产能仅为1 GW。相比之下,巴西在2023年进口了超过17 GW的太阳能电池板。
