玻利维亚国家锂业公司（YLB）宣布与俄罗斯铀一集团（Uranium One Group）和中国CBC签署了两份合同，将在波多西省建造工业级碳酸盐工厂。
YLB首席执行官Omar Alarcón发表声明确认签署了这些协议，并保证波多西省将获得特许权使用费。他还补充说，“一旦多民族立法议会批准《锂和蒸发岩资源法》”，可能对这些合同作出调整。
玻利维亚油气和能源部（MHE）表示，根据合同规定，铀一集团和CBC将“投资超过20亿美元，覆盖100%的建设成本并承担全部财务风险”。
MHE补充说，这些工业级工厂将位于乌尤尼盐沼以南，并使用直接锂提取（DLE）法，“该方法可以回收80%以上的可用锂，将消耗更少的水和能源，且与产量不超过30%的传统蒸发池方法相比效率要高得多。”
根据YLB和铀一集团之间的合同规定，铀一集团将投资超过9.75亿美元建设工业级工厂，并分三期实现年产14000公吨碳酸锂。
CBC将根据协议规定投资10.3亿美元，分两期建设两座工业级工厂，一座年产能为25000公吨，另一座年产量为10000公吨。
