在两亿英镑（合2.58亿美元）的投资总额中，约8000万英镑将用于在英格兰学校屋顶安装太阳能，1亿英镑用于在NHS场所屋顶安装太阳能。首批太阳能电池板将于2025年夏末完成安装，以迎接下一个学年的到来。
英国政府称，目前英格兰只有20%的学校和不到10%的医院安装了屋顶太阳能。政府声称，这项投资将在大约30年的时间里为学校和NHS节省4亿英镑的终身费用。
英国政府称，对学校的投资将针对英格兰贫困地区。该项目将选中英格兰北部和西米德兰兹郡贫困地区的学校集群，预计选定的承包商将与当地继续教育学院合作，推动可再生能源领域的职业发展。相关活动可能包括工作实习、技能培训和研讨会。
对于英国最大的公共部门能源用户NHS来说，扩大太阳能供应预计可以降低能源费用。英国政府声称，节省下来的费用可以重新投资于一线服务。根据英国政府的数据，NHS每年的能源账单为14亿英镑，是2019年支付金额的两倍多。
这项两亿英镑投资计划的其他支出包括为苏格兰、威尔士和北爱尔兰的社区能源项目提供930万英镑的资金。这笔资金预计将用于支持公共部门建筑的可再生能源计划，或者新社区或当地可再生能源计划。
英格兰地方政府将受益于660万英镑的“地方净零中心”投资。地方政府可以免费使用这些服务，获取专业知识和资源，以支持清洁能源项目。
Great British Energy还将启动一项社区基金，向社区能源团体提供500万英镑的赠款资金。
